Purpose

        In order to advocate a systematic approach to understand the marine resources, coordinate research and development of marine science and technology, promote the effective development, management, conservation and management of marine resources, to meet the needs of national economic and defense construction and improve the level of marine science and technology.

1  Strategies, method and Results

        In order to achieve the purpose and goal of the center. It is necessary to examine the development trend of international marine science and technology and domestic environmental needs, which cannot be accomplished by one's own efforts.

        Therefore, MSTC's strategyi is to focus on the research institutes affiliated to the School of Ocean Sciences and cooperate with domestic and international research and teaching institutions. Through the integrated and balanced development of science and technology, MSTCfacilitates the academic research of marine science and technology and effective application and underwater search technology.

        MSTC's research projects can be divided into the following categories: coastal erosion control, coastal protection planning, ocean hydrodynamicanalysis, hydraulic model test, seastate monitoring, coastal terrain survey, sea sand drift survey, sea water quality survey, sea ecological survey, underwater technology research and development, coastal landscape construction planning, etc.

        From 2002 to 2017, total of 224 commissioned projects were implemented by the central government (ministries, departments), county and city governments, engineering consulting companies, non-governmental organizations, and academic institutions, with a total budget of 620 million NTD.

   1  Internal conditions

       Strengths

                                                            

       The director of the center and the leaders of each group have their marine-related expertise, including marine engineering, coastal engineering, marine physics, marine surveying and mapping, coastal protection, coastal development planning, marine biology, underwater electromechanical systems, nearshore hydrodynamics, and coastal environmental design. Planning and marine geographic information, etc.

       Based on the above-mentioned expertise and abilities, in response to the development and utilization of marine resources in Taiwan, which is surrounded by the sea, it is possible to focus on the development and utilizaiotn of marine resources, and uphold the impartial and objective standpoint of the academic profession of MSTC, taking into account the balance between development and the environment, so that marine resources can be used sustainably, which is a a win-win situation for the ecological environment and resource utilization.

       Weaknesses 

                                                            

       MSTC's personnel expenses are all self-raised through the bid cooperative education plan to maintain the operation. Due to the current financial difficulties of the government, the funding for cooperative education projects has continued to decrease. In addition, due to the relatively high proportion of administrative management fees, the competitiveness of the center's external bidding projects is relatively reduced.

 1  External conditions

       Strengths

                                       MSTC began to cooperate with Tainan Hydraulics Laboratory in 2013 to carry out Kuroshio Power Generation in eastern Taiwan. This year, the test was conducted off the east coast of Pingtung, and the results were quite fruitful. Current the government has high expectations for the green energy industry, and this is also a good opportunity for the center to expand.

       Weaknesses

                                   MSTC's funds are all self-raised and which is deeply threatened by the price-cutting competition of external private companies. However, it also makes the center deeply aware that only by continuing to study academic theories professionally and rigorously maintaining the quality of the project can we be able to elevate our own competitiveness..
